The bleak prospect going through the market city of Tenbury Wells in Worcestershire, because of rising flood dangers, is in the beginning an issue for locals. After seven floods in 4 years, and with plans for brand new flood defences across the city deserted after prices rose to £30m, the city council introduced this month that three buildings it owns, together with a theatre and historic pump rooms, not have insurance coverage. Impartial retailers are in the same scenario, and a few are packing up in consequence. The variety of empty properties is rising.
