HAVANA (AP) — Cuba is preparing to obtain its first cargo of Russian oil this 12 months, simply days after the federal government introduced it was working on pure fuel, solar energy and thermoelectric vegetation as extreme energy outages continue to hit an island whose energy grid is crumbling.
