BEIT SHEMESH, Israel — Even earlier than U.S. and Israeli warplanes struck Iranian targets, officers in Washington and Jerusalem have been bracing for retaliation. That they had gamed out missile salvos, cyberattacks, proxy strikes on U.S. bases and Israeli cities. What few appeared ready for was the velocity — and the geographic sprawl — of the blowback: some 300 million civilians, throughout greater than a dozen nations, instantly below the umbrella of an escalating battle.
