Federal legislation states that the US shall not “expel, extradite, or in any other case impact the involuntary return of any particular person to a rustic wherein there are substantial grounds for believing the particular person would be in danger of being subjected to torture.” This legislation implements a treaty, generally known as the Conference Towards Torture, which the US ratified more than three decades ago.
